Through a visit made by the personnel of the Ombudsman’s Office to the La Joya Penitentiary Center, it was confirmed that the minimum conditions to house persons deprived of liberty with psychiatric disorders did not exist.
This discovery occurred on February 7, when the National Mechanism for the Prevention of Torture (MNPT), attached to the Ombudsman, made a visit to this prison and observed the case of a person deprived of liberty, who suffers from mental disorders. psychiatric hospitals handcuffed and with shackles on their hands, for more than 2 months in the internal security room of the center in unsanitary conditions and with permanent artificial lighting.
In a report carried out by the MNPT, it is detailed that the prisoner does not have the minimum conditions to fulfill his physiological needs and personal hygiene; The report reveals that his basic needs were carried out in bags or cartridges and outdoors, without bedding or mattresses.
Given this situation, the Ombudsman’s Office recommended the search for a physical space with minimum conditions to house people deprived of their liberty with some type of mental illness, the hiring of a psychiatric doctor and the speeding up of the purchase of antipsychotic medications.
