Ulloa was emphatic in criticizing the way in which the National Police confronts young people accused of criminal acts, whose lives end up cut short by agents who repeatedly allege that the deaths occurred in “exchanges of gunfire.”
“As citizens we must be critical of this procedure because at some point it could be our turn,” he warned.
He reiterated that the use of force must be strictly governed by the National Police Procedures Manual and demanded the submission of officers who have engaged in acts of unjustified violence.

Judicial delay and inclusive labor reform
In judicial terms, Ulloa recognized significant progress in the Supreme Court of Justice, but expressed concern about judicial delays in first-level courts.
“Justice in the Dominican Republic, for ordinary citizens, is perceived as something reserved for the privileged,” he stated upon leaving the event celebrating Judiciary Day at the Supreme Court of Justice.
In addition, he called for improving infrastructure, the salaries of justices of the peace and other judicial servants, as well as working conditions in general.
