This July 18, the appeal hearing of the six-year sentence against Omar Candia, for the crime of aggravated collusion in the case of the overvalued purchase of security cameras while he was mayor of the district of High Selva Alegre. The Public ministry presented the detail of all the charges against the mayor Arequipa.
According to Senior Prosecutor Carlos Herrera, Candia had full knowledge of the development of the public tender throughout the process. And that it is illogical to deny such a circumstance with false evidence such as that the process documents did not go through his office, but that everything was handled directly with the municipal manager. Therefore, he assured that Candia did not cease to have knowledge and control of the acts and documents related to the contracting of the entity, which leads to the conclusion that he was aware of all the irregularities within the purchase process.
He also said that the now mayor of Arequipa was fully aware that the company Solutions of Peru was represented by Jose Luis Rios Sanchez, who had not complied with presenting requirements in the bases and that, therefore, it is assumed that he should have been more careful in the hiring process. He said that the intentional conduct of the mayor, as the highest administrative authority during the execution of the project, generated an economic loss of more than S/ 2 million and a debt of S/ 36,000. At this point in the statement by prosecutor Herrera, Candia’s defense interrupted, arguing that the statement was false, but they told him that the debate would take place when the authority finished his statement.
Likewise, the prosecutor pointed out that Candia Aguilar, in the exercise of her functions, raised with conscience and will a functional scenario within the municipal administrative management to divert responsibilities.
Regarding what is held by Pablo Talavera, lawyer for the mayor of Arequipa, Regarding the seven indications that he said were the result of unproven facts, the prosecutor stated that the judge had not made any errors in making the accusations, based on evaluations of the evidence on the indications postulated by the Public Ministry, supported by objective evidence.
The hearing was suspended. So, It will continue next Monday, July 25 at 2:30 pm with the prosecutor’s exposition on the grievances and, in addition, it was indicated that the entire appeal will be concluded on the following date.
