Ollanta Humala: Prosecutor's Office formalizes investigation into the Madre Mía case for alleged crimes against humanity

The Public Ministry, through the First Supraprovincial Prosecutor’s Office Specialized in Human Rights and Against Terrorism, formalized the preparatory investigation against the former president Ollanta Humala for the case My Mother.

This is due to the alleged crimes of qualified homicide (extrajudicial executions) and forced disappearance in the context of crimes against humanity that were allegedly committed in 1992. The investigation also covers Tobías Huaringa ‘Huaringa’, Nicanor Guerra ‘Rambo’, Amílcar Gómez ‘Chicho’ and Russel Vela ‘Livio’.

Among the procedures that will be carried out by the Public Ministry include the taking of statements from the defendants, relatives of the victims, requests for information to the Ministry of Defenseamong others.

For these activities, the complex investigation will last for 8 months, until May 2026.

According to RPP, Judge Jorge Chávez Tamariz ordered that those investigated be included in the National Registry of Those Prosecuted for the crime of Forced Disappearance. Likewise, a simple appearance against the defendants was imposed.

The case

According to the prosecutor’s accusation, they were under the command of Humala Tassoknown as ‘Captain Carlos’, who assumed leadership of the Countersubversive Battalion 313 at the Madre Mía military base in June 1992.

Furthermore, the Prosecutor’s Office maintains, at that time, patrol groups were formed in the different surrounding areas of the district of Santa Rosa de Alto Yanajanca, in the province of Marañón, in Huánuco.

Likewise, the Public Ministry explained that the case, which has been declared complex, frames the investigation into the torture and murder “with cruelty” of Edgardo Isla on June 25, 1992, which was allegedly committed by Humala’s subordinates in the Yanajanca hamlet. In addition, it also includes the same acts that would have been committed against Nemer Acuña.

“The skeletal remains of both victims have already been recovered and identified as part of the investigation,” the Prosecutor’s Office reported in a statement on November 11.

However, the investigation also includes the disappearance of Luis Izaguirre, Nelson Hoyos, Hermes Estela and Yander Leandro, which occurred in June and September of the same year in the hamlets of Yanajanca, La Morada and Alto Pucayacu.
