The Special Bidding Commission (CEL), of the National Agency of Petroleum, Natural Gas and Biofuels (ANP), approved registrations of five more companies for the Permanent Offer to Share Production [de petróleo e gás] (OPP), whose auction is scheduled for December 16th.
Applications were approved at a CEL meeting and published today (2) in the Official Gazette (DOU). With these five new companies, the number of companies registered for the OPP reaches 13. The first eight were approved in August.
Companies that have registered approved yesterday by CEL were: Equinor Brasil Energia Ltda.; Ecopetrol Oil and Gas do Brasil Ltda.; Qatarenergy Brasil Ltda.; Sinopec Exploration and Production (Brazil) Ltd.; and Petrogal Brasil SA The list of all companies registered in the OPP can be accessed this page.
Qualification
According to the ANP, the qualification of the companies Chevron Brasil Óleo e Gás Ltda. and Petróleo Brasileiro SA (Petrobras) as A+ operators for the 1st Cycle of the Permanent Production Sharing Offer, in addition to Shell Brasil Petróleo Ltda., previously qualified. In the next meetings of the CEL, new opinions on the qualification of companies for the OPP will be analyzed, informed the ANP. The 1st cycle of the OPP opened on August 17th.
The ANP also clarified that the qualification as an A+ operator is a novelty introduced in the OPP system, aiming to qualify bidders in the condition of operator in the production sharing contracting regime.
“This qualification is a requirement for the company’s qualification as operator of blocks object of the Permanent Production Sharing Offer”, explained the agency, through its press office.
OPP
The Permanent Production Sharing Offer System (OPP) aims to contract, under the production sharing regime, the exploration and production activities of oil and natural gas in blocks located in the Pre-Salt Polygon and in strategic areas, as defined. by the National Energy Policy Council (CNPE).
In this system, blocks are permanently available to interested regulated agents. The cycles begin at the request of the registered agents, through the submission to the ANP of a declaration of interest, accompanied by an offer guarantee, for one or more available blocks.
