The author maintains that “any speech in favor of Mr. Trump and his lackeys should be considered a betrayal of the Homeland, not only because of its reactionary values but because of the express threat of that imperialist regime to the security of our nation and our people.”
To support his proposal, the spokesperson establishes an analogy with German legislation on the Holocaust and Nazi propaganda. “In democratic and capitalist Germany, the Penal Code prescribes punishment for anyone who publicly denies the Holocaust and spreads n*zi propaganda,” he writes, before adding that in Cuba there should be similar regulations against those who minimize the embargo or support the current US president.
Although he advocates the criminalization of these political expressions, Torres Corona affirms that the future law should not prioritize prison sentences. “The deprivation of liberty must continue to be a resource of last resort for the Cuban State,” he points out, and proposes fines and other administrative measures as the main sanctions, reserving prison only for repeat offenders or for those who “actively and consciously collaborate with the declared enemy of national independence—especially if it is for profit.”
The text also proposes that this eventual law be submitted to popular consultation and referendum, as a way to legitimize what it describes as “the will of the Cuban people to resist the siege of Trumpism.” According to the author, this procedure would be “in perfect harmony with the socialist Constitution of 2019, also approved by direct vote of the citizens of this country.”
In another passage, Torres Corona suggests that, if regulations of this type are approved, people who today “could have been prosecuted for similar conduct” should be released, and then apply the new law with legal and moral support against those who, in his words, repeat slogans such as “Make Cuba Great Again” or celebrate an eventual military intervention against the Island.
The author defends a speech that explicitly demands the legal repression of certain political opinions by stating that “we do not have to be afraid of the word” repress, and maintains that a “taxative and purged of loopholes” law would be “the best weapon against crude anti-communist propaganda and against any unconstitutional scheme to restore capitalism in Cuba.”
