The head of Nicolás Maduro’s envoys to the dialogue table in Mexico, Jorge Rodríguez, explained that the funds will be used in projects that will follow government procedures even if they are guided by UN agencies. He reiterated the demand to lift all sanctions and threats against the official sector
Mexico City.- The delegation of the government of Nicolás Maduro in the dialogue in Mexico, in the voice of Jorge Rodríguez, quantified at “more than 3,000 million dollars” the funds that will be unfrozen within the framework of the second agreement for the attention of the people that arose from the restart of the dialogue with the opposition of the Unitary Platform in the Aztec capital.
“There are more than 20 billion dollars frozen and unfairly appropriated. Today we are rescuing more than 3 billion dollars that go directly to financing education, health, electricity and care for victims of torrential rains”, listed the also president of the National Assembly elected in 2020.
Rodríguez explained that with this money 2,300 public schools will be served, the child immunization scheme will be financed, the revolving bottom of vaccines from the Pan American Health Organization, treatments will be acquired for 60,000 cancer patients, seven batches of blood will be recovered, and investments will be made in around thirty different types of hospitals. Likewise, he informed that money will be invested to increase electricity generation by 432 megawatts and to improve the distribution system.

The former minister insisted that the projects agreed to be developed were presented at the table by his delegation. Minutes before, opponent Gerardo Blyde had said that they were the result of the work of specialized Venezuelan technicians.
Rodríguez also highlighted that, although the resources assigned “will be in a fund created by the UN, they will be administered under the laws of Venezuela, and with government procedures through their respective ministries for relations with multilaterals,” compared to to the notion that the execution through the United Nations will keep the Maduro administration out of such executions, as the Unitary Platform let slip.
Although the head of the official delegation did not want to delve into the agenda of political issues to be discussed at the dialogue table, which the opposition assures is the central focus to be dealt with after this humanitarian agreement, he did affirm that free and democratic elections ” They happen because the attacks that Venezuelan leaders have been subjected to must disappear”, referring to the United States request that weighs on Nicolás Maduro for drug trafficking accusations. “You cannot negotiate with a revolver to your head,” he deepened. “All sanctions must be lifted in the face of a comprehensive agreement.”
He denied the press reports that emerged in May of this year about an alleged refusal by the Maduro government that Norway continue to mediate the dialogue. “Last year there were some problems that were quickly overcome, as is well known,” he replied, realizing that unofficial reports about other conflicts with Norway have been fabrications in the press.

Jorge Rodríguez thanked Norway and Mexico for their respective facilitation and hosting efforts, and confirmed that the talks with the opposition will continue in the following hours. He also estimated that the methodology used on this occasion -advancing negotiations in Caracas and closing discussions and signing in Mexico- worked well and could be replicated from now on. “It allowed us a sufficiently exhaustive and deep agreement. We have come to Mexico to continue the discussions, which were strong, and to sign. We will probably propose to continue with that mechanism” in the following meetings.
