This Thursday, October 20, the Permanent Council of the Organization of American States (OAS) will hold an extraordinary session from 1:30 p.m. (Peruvian time) in the city of Washington, in the United States, to address the request of the president peter castle to activate the Inter-American Democratic Charter.

During his speech, the Minister of Foreign Affairs, César Landa, pointed out that the request for the activation of the Inter-American Democratic Charter to the OAS stems from its democratic spirit.
He added that “despite calls for dialogue,” the confrontation “endangers democratic governance.”
Edgar Ralón once again pointed out that Peru “is experiencing a constitutional crisis”
Ralón Orellana points out that “Peru lives in a scenario of constitutional crisis due to unprecedented events that have happened in recent weeks.”
Likewise, he mentioned that the Constitutional Court “has not expressed an opinion on the constitutional scope of one of the constitutional figures, which is permanent moral incapacity.”

The first vice president and rapporteur for Peru of the Inter-American Commission on Human Rights, Edgar Ralón, points out that in Peru there is “high conflict in public power”, hindering the development of the country.
He added that political instability and “persistent changes in authorities have impacted the enjoyment of human rights.”

One of the main ones is the constitutional complaint filed by the National Prosecutor against Pedro Castillo Terrones.
In addition, there are the two vacancy motions, which were unsuccessful, as well as the recent motion promoted by Congressman Edward Málaga.

During the extraordinary session of the OAS Permanent Council, the Minister of Foreign Affairs, César Landa Arroyo, and the first vice president and rapporteur for Peru of the Inter-American Commission on Human Rights, Edgar Ralón Orellana, will speak.
The call came after Louis Almagro, OAS Secretary Generalrequest the extraordinary session in order to deal with the request of the Peruvian Government —sent on October 12— for the application of articles 17 and 18 of the Inter-American Democratic Charter that refer to the preservation of democratic institutions and the legitimate exercise of power.
This meeting will include the intervention of the head of the Foreign Relations portfolio, Cesar Landa Arroyoand the first vice president and rapporteur for Peru of the Inter-American Commission on Human Rights, Edgar Ralon Orellana.
Pedro Castillo: main arguments presented to the OAS
In the extensive memorandum sent by the head of state, Pedro Castillo, to the OAS accounts for the narrative promoted by the opposition on the issue of a alleged fraud in the 2021 general elections —which was not demonstrated— after the leader of Fuerza Popular, Keiko Fujimoriwas not elected.
The president also mentions the two vacancy attempts against him, without success, in the plenary session of Congress; and he adds the third initiative promoted by the parliamentarian Edward Malaga.
Elsewhere, Castle Lumps realizes the 27 interpellations to the ministers of state and the censorship of five of them.
The president also points out the initiatives and regulations promoted by the Congress with the sole purpose of strengthening this power of the state. Among them he cites the law 31355 that restricts the raising of trust issues for constitutional reforms or bills.
He also mentions the attempt to amend article 117 of the Constitution to remove the president.
