The Organization of American States (OAS) ended yesterday in Lima, Peru, its 52nd General Assembly, which this year was held with the suggestive and comprehensive motto “Together against inequality and discrimination.”
The main expectation of the Dominican Republic in this event revolved around the Haitian situation, for which it could be considered an achievement, insufficient for others, that it has “given birth” to a consensual declaration that shows “concern” about insecurity, the proliferation of armed gangs and the increase in human rights violations in Haiti.
But express concern and ask the countries and permanent observers that are in a position to do so, “to urgently offer direct support to the Government of the Republic of Haiti to improve” a number of shortcomings and that, in accordance with Resolution 2645 of the Council of Security of the UN “prohibit the transfer of weapons to non-state entities involved in gang violence”, are no more than mere general statements, without practical implementation mechanisms and a carbon copy of previous pronouncements.
The OAS assemblies never leave the fold of the preconceived and hackneyed, except in cases in which the United States has a very specific need.
Precisely, the figure with the most political and geographical weight who was in Lima was Antony Blinken, Secretary of State of the United States, a country with a serious responsibility in the search for a way out of the situation in Haiti, and who could have gone a long way beyond echoing the “concern” contained in the consensus statement.
Perhaps we should pay attention to Mexican President López Obrador and his statement, regarding this quote, that the OAS is an entity that does not want to be reformed despite the fact that it has already changed the world and changed the mentality of the peoples.
The possibilities that this hemispheric organization, of sad memory for Dominicans due to a wound still open for many, have an effective incidence to guide solutions to the problems of the countries that comprise it are increasingly reduced.
