Not all the detainees of the First Line can leave because many are implicated, according to the Prosecutor’s Office and the judicial processes already underway, in acts of vandalism, injuries and homicide.

Given the controversial announcement by President Gustavo Petro in which he states the release of detainees, most of them men, from the First Line for this month of December; it was clarified that it is not a massive release, there are some conditions.
It is estimated that during this week the resolution will come out where the parameters that will release these young people are established.
«We have a list of around 250 people; Mass release is not being considered, it will be on a case-by-case basis,” said Néstor Osuna, Minister of Justice.

First of all, it was clarified that a massive release will not be made, but that it will be reviewed on a case-by-case basis and that will help determine who is and who is not.
In addition, through resolutions the president will designate as peace managers some young people who participated in the protests and are currently deprived of their liberty, they must contribute to the construction of peace in their communities in this way they will comply with their management.
«It is not amnesty or pardon; all criminal proceedings will continue underway, what will be used is a transitory figure”, said Alfonso Padra, Minister of the Interior.
In other words, even if they are released, they must continue with the criminal proceedings against them and, in the event of a conviction, assume the penalty.
In several cases, there are accusations by the Prosecutor’s Office for homicide, injuries and even torture.
The purpose of this process is to allow reconciliation between the communities and to respect the differences of those who are for or against the protests.
