No resources, local institutes must organize judicial election

The fourth state with an ole at high risk is Nuevo León, where the budget decree was not issued, it will be applied as 2023, but also closed in 2024 with a deficit of 156 million pesos that the local government did not ministrate the agency electoral, so it is in red numbers. In session of the INE Linking Commission with the OPLAS, the Technical Secretary, Giancarlo Giordano Garibay, gave the monitoring report on the budgetary situation of local public bodies.

Unanimously, the directors approved to submit the report to the General Council and in this one the entities are classified by level of risk to monitor and verify that their congresses provide those oppos of resources for judicial elections, ordinary elections and for their daily operation.

According to what they have notified of the INE, so far there are 17 entities that are already in possibilities – less legally, even if they have no resources – to make their own choice of local judicial authorities.

These are Aguascalientes, Baja California, Chihuahua, Mexico City, Coahuila, Colima, Durango, State of Mexico, Michoacán, Quintana Roo, San Luis Potosí, Sonora, Tabasco, Tamaulipas, Tlaxcala, Veracruz and Zacatecas.

However, in the three mentioned: Colima, San Luis Potosí and Zacatecas, in addition to Tamaulipas, Mexico City, Guerrero, Puebla, Yucatán, had cuts to their budget.

Another package of entities were considered at medium as the OPLAS DE CHIAPAS, Mexico City, Guerrero, Puebla, Quintana Roo and Yucatán had cuts.

“It highlights the case of Chiapas with a 63.26% cut that forced them to request an extension for more than 50 million pesos,” says the INE.

In the case of Tamaulipas there was a cut of 53.95%, so it lacks resources for its judicial elections, however there “a constant dialogue with the local government is maintained to obtain resources and expansion”.

The case of the OPLE of Puebla presents a 50.26% cut and that entity will have extraordinary municipal elections.

In Mexico City the OPLE had a cut of 29.27% ​​and will have a choice of judicial people.

Guerrero, Quintana Roo and Yucatan also had a downward budget but “will be followed because for 2024 they presented problems and deficits that could persist during this year.”

The counselor Dania Ravel recalled that there are more entities that must still make their application for spending expansion, since they expected the INE to absorb a part, at least initially, as part of the INE-OPLE coordination mechanisms.

However, “just because of the budget cut that we suffer in the INE, unlike what has happened in other electoral processes we will not be able to solve temporarily expenses that correspond to the organisms, local local public because we are ourselves Very tight about what we have invested for the judicial election, ”he said.
