The ruler Nicolás Maduro said that he has already received a formal invitation from the 2020 National Assembly to be sworn in on January 10 for a new term. He also dismissed the rumors surrounding the situation of the president of the CNE, Elvis Amoroso, who was present at the event.
The ruler Nicolás Maduro ordered this Tuesday the 15th to “consolidate military power” and advance in the “civil-military-police fusion” after the recent changes in several components of the National Armed Forces, the General Directorate of Military Counterintelligence (Dgcim) and the Bolivarian Service of National Intelligence (Sebin).
«This act today ratifies the path of an Armed Force, which more than an Armed Force is a power, the military power of the Bolivarian Republic of Venezuela (…) We have to continue consolidating the Constitution, just as we are consolidating military power, we have “to consolidate popular power,” Maduro assured during the acts of transfer of command.
He said that due to “the electoral situation” the “necessary changes” within the Armed Forces were delayed. “I say this so that you can be certain that the institutions of the National Armed Forces are increasingly more robust, more powerful.”
In addition, he justified each of the promotions and said that they reward professionalism and patriotism. “I study promotions, you know it very well, I study promotion by promotion, and always with the greatest justice and merit I make a collegiate decision with the General Staff.”
Nicolás Maduro reiterated four lines of action for the commanders: well-being of the officers in each military unit and the school, for which he ordered Vice President Delcy Rodríguez “to give birth to the resources”; secondly, comprehensive training, seeking new pedagogical methods, but with leadership; Thirdly, he asked for the protection of all equipment for the defense of the country, all of them have to work, all of them have to be recovered and all of them have to be in combat position when required.
Finally, he asked to move from the civil-military police union to the “fusion” of these three components.
He entrusted General in Chief Domingo Hernández Lárez, strategic operational commander of the FAN, to deepen this “fusion” through the Rapid Reaction Units (URRA) to free the territory “from any group that generates violence or destabilization.”

Nicolás Maduro said that Rodríguez Cabello “left the work advanced” as the sole authority of Guayana Esequiba. “Good and beautiful battles are coming (…) and the conspirators who are here or who are outside, the conspirators, mercenaries and fascists will have a triumphant Sebin at their head.”
For his part, Major General Javier Marcano Tábata, on behalf of the outgoing commanders, said that within the Armed Forces there is an “environment of immense commitment. He also said that the civil-military police union is an “ethical horizon” to “defend the voice of the people” and expressed the “commitment” to the “seven transformations that the country needs by the year 2030.”
Furthermore, he pointed out that “in the midst of this conflict in which imperialism attacks Venezuela” the FAN troops will maintain their doctrinal bases and deepen a “prolonged popular war.”
The new commanders of the Army, Navy, Aviation and Militia committed to “follow the guidelines” of Maduro and promised “absolute loyalty to the revolution.”
Monday, October 14 the changes were made official in the Higher General Staff of the National Armed Forces (FAN) and the new directors were appointed for the Bolivarian National Intelligence Service (Sebin) and for the General Directorate of Military Counterintelligence (Dgcim).
Javier Marcano Tábata is the new director of the Dgcim and the Presidential Honor Guard. Tábata was the current commander of the Militia and replaces Iván Hernández Dala.
Alexis Rodríguez Cabello is in charge of Sebin, who replaces Gustavo González López, who headed this organization since April 30, 2019.

Major General Johan Hernández Lárez was made official in the General Command of the Army. Admiral Ashraf Andel Hadi Suleimán Gutiérrez was appointed to the Navy, while Major General Lenín Lorenzo Ramírez Villasmil was in charge of the Aviation.
The Bolivarian Militia was left in the hands of Orlando Ramón Romero. All the commands of the Strategic Comprehensive Defense Regions (REDI) were also renewed.
