Bustamante had been working as general secretary of this portfolio since November 2021.
The swearing-in of Nicolás Bastamente takes place just four days before the new ministerial cabinet is presented to the Plenary of Congress to request the vote of confidence and expose the agenda of the Government of Pedro Castillo.

Biography of Nicolas Bustamante
Silva’s successor at the Ministry of Transportation and Communications (MTC) is a lawyer and has been registered with the Lambayeque Bar Association since 2006, according to his affidavit of interests.
Likewise, Bustamante is a native of Cajamarca, since he was born in the province of Chota, like the Peruvian president Pedro Castillo. In addition, according to his social networks, he lived in Chiclayo for a few years.
Professional career in the public sector
Bustamante’s professional career in the public sector began in 2003, when he served as head of the auxiliary services supply unit of the Provincial Municipality of Cutervo. He remained in office for a year. Four years later, he obtained a position in the district municipality of Lajas, where he worked as head of the legal advisory unit.
In 2016, the now head of the MTC worked in the legal advisory sector of the Metropolitan Municipality of Lima for only 11 months. A year later, he was part of the National Superintendence of Control of Security Services, Weapons, Ammunition and Explosives.
In 2018 he returned to the Municipality of Lima and practiced as a lawyer. The following year, he worked as an analyst on legal issues at the District Municipality of Miraflores. In this position he lasted two years, since in 2021 he was appointed as general secretary of the MTC.

Questions to Bustamante
Nicolás Bustamente is also part of the MTC officials with serious questions. The new Minister of Transportation would have tried to intercede for the execution of a road work in Anguía, Chota, according to the Panorama news program.
The Sunday newspaper also detailed that Bustamante Coronado sent a letter to the executive director of Provias Descentralizado, Luis Pino, with the aim that the project report be evaluated as soon as possible. Thus, the file arrived at the corresponding office on February 14, 2022 and was approved in just one day.
It should also be noted that the document was addressed to the leader of Provias after José Nenil Medina’s visits to the MTC facilities took place. According to the information program, they met up to eight times at the Ministry of Transportation. But not only that, but he also visited the Government Palace five times.
Susel Paredes assures that Bustamante is the operator of Juan Silva
The congresswoman of the Purple Party Susel Paredes questioned the appointment of the new Minister of Transport and Communications, Nicolás Bustamantedue to the fact that the new head of the MTC served as an official of that sector for a large part of the administration of Juan Silva Villegas, who resigned minutes before the motion of censure against him was voted on in Congress.
“A designation that offends common sense. Silva comes out, questioned for demanding the prioritization of works without technical support, and they name the operator of these mismanagements. We will not allow it. The inspection of the MTC continues. Peru does not deserve it,” Paredes said in a tweet.
Flor Pablo states that Bustamante’s choice is to “insist on the error”
The congresswoman of the Purple Party Flor Pablo referred to the recent appointment of Nicolás Bustamante Coronado as the new Minister of Transport and Communications and remarked that the error would be repeated. Likewise, he recalled that Bustamante Coronado was general secretary of the management of former MTC head Juan Silva.
“Appointing Nicolás Bustamante, former secretary general of the Silva administration, as minister, is to insist on the error, maintaining political clientelism and without distancing himself from the accusations of corruption. Evidence that there is no purpose of amendment in this scenario of political crisis, ”he wrote on his Twitter account.
