He Citizens for Peru party (CPP), linked to Nicanor Boluarte Zegarra, achieved registration official before the National Elections Jury (JNE) on January 15. With this registration, there are now 40 political parties authorized to participate in the 2026 general elections.
However, the match is related to the investigation that is being carried out against the brother of President Dina Boluarte for allegedly having used prefects and sub-prefects to collect the signatures necessary for this registration. Recently, the Judiciary revoked the preventive detention order against Nicanor Boluarte and other suspects involved in the case “The Waykis in the Shadow“, a decision that had led Boluarte Zegarra to remain a fugitive from justice.
Furthermore, on January 17, Judge Concepción Carhuancho declared unfounded the appeal for a declination of jurisdiction presented by the defense of the president’s brother who sought that the process, which is investigating him for the alleged crime of criminal organization, be transferred to another court.

The Judiciary annulled preventive detention against Nicanor Boluarte
One day before his party achieved registration, on January 14 the Fifth National Criminal Court of Appeals, by majority, considered that there is no concrete evidence of bribery in the appointment of prefects and sub-prefects in the investigation for criminal organization against Nicanor Boluarte, who will now be able to face the investigation in freedom.
As La República reported, the resolution was based on three main arguments: the application of laws 32108 and 32138, created by Congress and which modify the definitions and requirements for the crime of organized crime; the impossibility of discussing the constitutionality of a law in a pretrial detention hearing; and the lack of conclusive evidence about the crimes with which he was accused.

The investigation into the alleged criminal organization began when the Special Team of Prosecutors against Corruption in Power (Eficcop) carried out the preliminary arrest of Nicanor Boluarte Zegarra and others involved. According to the Prosecutor’s Office, the alleged network, led by the president’s brother, sought to consolidate political power through the strategic appointment of prefects and sub-prefects in various regions, with the purpose of registering the Citizens for Peru (CPP) party.
Likewise, he is accused of having controlled key positions within the government to obtain illicit benefits, taking advantage of the influence due to his link with Dina Boluarte.
