Victor Torresfriend of Nicanor and Dina Boluarte, is collaborating with the Special Team against Corruption of Power (Eficcop) which is investigating the case ‘The Waykis in the Shadow‘. In his statement dated May 21, 2024, Torres reveals details about his relationship with Nicanor Boluarte.
In addition to details for his hiring in the Qali Warma program, the Peruvian Institute of Sport (IPD) and Midis, the collaborator Víctor Torres also gave clues to the Prosecutor’s Office about how Nicanor Boluarte acted to protect himself from a possible raid on the appointment of prefects and sub-prefects.
According to the documentation that La República had access to, Víctor Torres confessed to Eficop that Nicanor Boluarte He told him that the Prosecutor’s Office was going to order a raid against the people who were involved in the appointment of prefects and sub-prefects for the creation of his party, Citizens for Peru.
“The first time Nicanor Boluarte told me (they were going to raid us), the second time Noriel Chingay Salazar told me the following: ‘hey, we have to be careful because there is going to be a raid,'” says Torres.
He added that “Nicanor Boluarte then told his trusted group to take precautions in relation to this possible raid.”
In this regard, those involved obeyed the order of Dina Boluarte’s brother and took the necessary measures to avoid having documentation of the aforementioned political party.
Nicanor Boluarte and the appointment of prefects and sub-prefects
Víctor Torres also claims that he was appointed by Nicanor Boluarte himself to coordinate with Jorge Ortiz (former director general of the Interior Government) in the appointment of prefects.
“When Ortiz received the proposals for prefects, he would hand them to Dina Boluarte so that she could determine (…) if the proposals did not pass the filters, he would inform Nicanor Boluarte.”
Torres also points out that Noriel Chingay, who served as prefect of Cajamarca and who was close to Nicanor Boluarte, had the role of coordinating with the appointment of sub-prefects.
“Each prefect had the power to appoint his sub-prefects within their regions. They were asked to receive the memberships, and Noriel Chingay would send them to Torres Merino or send them to him through OLVA,” says the statement to the Prosecutor’s Office.
Eficcop requests 36 months of preventive detention for Nicanor Boluarte
This time, the team led by prosecutor Marita Barreto requested 36 months of preventive detention against Nicanor Boluarte, brother of President Dina Boluarte, for the alleged crime of criminal organization against the State.
The request for preventive detention also extends to Mateo Castañeda, former lawyer of the head of state; Jorge Ortiz, former director general of the Interior Government, who is accused of appointing, according to the prosecution, the prefects and sub-prefects of Apurímac, Cajamarca, Junín, Ica, Lima, San Martín and Cusco.
In addition to Zenovia Herrera, Noriel Chingay and Jorge Chingay, identified as members of ‘Los Waykis en la Sombra’.
Judge Richard Concepción Carhuancho, of the First National Preparatory Investigation Court, rescheduled the hearing for requesting preventive detention for the case of Los Waykis en la Sombra for next Wednesday, August 21.
