NGO of Concertación candidates evades report on its financing

One of the NGOs of the couple of candidates for the National Concertation, Soledad Núñez; and the consultant of consultants, Bruno Defelippe, whose activities focus on politics, is running again to control the elections; However, the executive director of the organization, loyal to the candidate for vice president and duo of Efraín Alegre, refuses to make the origin of the money that finances them transparent.

Olga Caballero Bernal, the same one who replaced Soledad Núñez as executive director of Techo Py and whom the Concertación candidate placed as her replacement in Alma Cívica, the NGO that is preparing to control the general elections as an observer, He had promised to submit information on the organization’s funding source, but never complied.

It is worth remembering that Caballero is part of a thread of loyalists of the couple distributed in several NGOs, among them, there are some awarded with public projects in which Defelippe became a consultant of consultants, through his company Koga SA. Likewise, NGO friends of the couple appear to benefit from juicy awards in the framework of bicycle lanes, advertising, without going through Public Contracting. In fact, the heir to the position of Soledad Núñez in Alma Cívica is a professional associated with a contractor who was awarded a preliminary project for bike lanes and, by the way, she is also the secretary of Sendas Py, an NGO that promotes bike lanes.

Alma Cívica had already monitored the 2021 municipal elections through an agreement that Soledad Núñez signed with the Superior Court of Electoral Justice (TSJE). On that occasion, there was talk of some 2,000 mobilized volunteers and it was never known how this deployment of people was financed, nor the workshops held throughout the country in the electoral process.

In the TSJE they have no idea where the money came from, despite the fact that the structure of the institution was used. At the end of February we communicated with the United Nations Development Program (UNDP), one of the multilateral organizations that supports Alma Cívica’s “political transformation” projects, consisting of workshops, courses for candidates and political authorities.

After repeated telephone calls, they provided us with an email to request information on the rendering of expenses of the NGO projects supported by UNDP. The email with the request for information is dated March 6, we insisted several times over the phone about the answer, but they never opened up to the transparency of the financing.

On the same date, last March 6, we also spoke with the director of Alma Cívica, Olga Caballero, to inquire about the source of financing for the NGO. In the first instance, she provided an email for the required data, but then referred to her press agency.

We followed Caballero’s instructions, we sent the questions to the communication agent’s email, we received the acknowledgment of receipt of the request, but in a month they did not provide the information on the origin of the money that finances the NGO.

After a series of inquiries about the provision of information, one of the last responses from the communication agency was reduced to “I’ll reply when I have news.”

A couple of weeks ago, a tweet about Caballero’s relationship with the bike lane contractor generated his reaction and if he had not been found by phone, he communicated by WhatsApp message to express his indignation at the content of what was viralized, an occasion in who once again promised to deliver the information. “This week we sent the information,” he wrote, but he did not until today.

The Secretariat for the Prevention of Money or Property Laundering (Seprelad) also closed ranks to shield information on the finances of Alma Cívica for being of a “reserved nature”. Minister René Fernández signed the resolution to “deny” a copy of the forms of Non-Profit Organizations (OSFL) presented by the NGO, in which the annual income received, its origin, number of employees, salaries, etc

The only information that has been disclosed about the money that Alma Cívica receives is that published on the website of the National Foundation for Democracy, known by its acronym in English (NED), which granted the Núñez NGO US$70,000 in 2021 to “ train 160 young candidates who ran for the municipal elections”.
