The organization Justicia, Encuentro y Perdón indicated that these releases represent “concrete relief” for the detainees and their families, although political prisoners are released “under restrictive judicial measures,” an issue that conditions their freedom.
The NGO Justicia, Encuentro y Perdón reported that since last January 8, when the ruling party announced “a large number” of releases, they have managed to verify the release under precautionary measures of 116 people detained for political reasons in the country, although it noted that “they respond to a discretionary selection.”
This Friday, at least eight people were released under precautionary measures, including three German citizens, three Dutch citizens, the Panamanian Olmedo Javier Núñez, the Czech Jan Darmovzal and the Venezuelans. Génesis Pabón and Rocío Rodríguez.
The number of releases coincides with what was announced by the Ministry of Penitentiary Service on January 12. However, Delcy Rodríguez announced two days later that this type of measures reached 406 people, after adding the release processes from last December.

“These releases respond to a discretionary selection, focused mainly on people detained in the electoral context of 2024, leaving out other groups of detainees, including those who face sentences of several years prior to this process,” pointed out Justice, Encounter and Forgiveness in a balance sheet published on social networks.
The organization recognized the process and indicated that it represents “concrete relief” for the detainees and their families, although these people are released “under restrictive judicial measures”, an issue that conditions their freedom.
Likewise, they pointed out that the “staggered execution, without public schedules or explicit criteria” of these releases only “reinforced the uncertainty and made the immediate and independent verification of the process difficult.”
Rodríguez has said that the process “has not yet concluded,” and explained that crimes related to the constitutional order, crimes related to hate, violence and intolerance are being “assessed.”
Regarding this, the NGO stressed the need to “move towards more transparent, predictable and verifiable processes, with complete information, clear public criteria and coherent institutional communication.”
They also urged the authorities to include among the beneficiaries especially vulnerable groups such as women, adolescents, people with serious illnesses, older adults, neurodivergent people, people who have completed their sentences or who meet the requirements for alternative formulas for serving their sentences.
