A financial audit carried out in the Paraguayan Volunteer Fire Department (CBVP) revealed several irregularities in the period in which Rafael Valdez was the head of the institution. There is talk of checks for millions of dollars whose final destination could not be confirmed.
The CEO Consultant was in charge of carrying out a thorough review of the income and expenses managed by the Treasury in the Paraguayan Volunteer Fire Department (CBVP)corresponding to the exercises 2017, 2018, 2019, 2020 and 2021.
The report reveals striking financial inconsistencies during the administration of Rafael Valdezwhich includes the lack of inventory of checks issued as advanceswhich do not have documentary support and, consequently, the final destination of said resources could not be determined.

The audit data speaks of expenses worth G. 1,400,000,000 that were not rendered to the CBVPsituation that presume an apparent embezzlement in the coffers of the fire institution.
One of the copies that our medium was able to access corresponds to a check made payable to Rubén Valdezbrother of the then president of the CBVP, for the sum of G. 120 million and whose final use is not recorded in any file. Similar situation occurred with another check issued in the name of Rolando Valdez, Rafael Valdez’s nephew, with a millionaire amount without surrender.
In its final conclusion, the CEO Consultant recommends an intervention of the treasury and accounting areain order to determine if the checks were rendered in a timely manner, in addition to initiate an investigation to find out the destination of the funds which were delivered as advances.
This revelation occurs just days before the National Assembly of the Paraguayan Volunteer Fire Department (CBVP) is held, occasion in which the new board of directors will be elected. One of the presidential candidates is Sandra Barrios, current treasurer of the institution and close to the Valdez clangiven that he had held the same position in the Valdez era.
Your candidacy generates suspicions in some volunteer firefightersbecause they fear that, if they win the elections on Sunday, is in charge of “laundering” the previous administration of Rafael Valdezwho at the time already he had been prosecuted for fraud and production of inauthentic documents.
