New ministers give protest in the Senate

The Senate chose with 80 votes in favor of Berenice Romero Domínguez, who belongs to Morena and was the head of the Federal Consumer Prosecutor’s Office (Profeco) during the presidency of Andrés Manuel López Obrador, as part of the judicial administration body.

This body and the court of judicial discipline will replace the Federal Judiciary Council (CJF). This will be responsible for preparing the general budget of the Judiciary and will send it to the Federal Executive so that, via the Ministry of Finance and Public Credit, it is included in the project of Expenditure Budget of the Federation (PPEF).

In the judicial reform it is mentioned that the decisions of the administrative body as of the Court of Judicial Discipline They will be definitive and unattainable, so there will be no appeal against them.

The other positions

In the session, Caludia Vallle Aguilasocho and Gilberto de G. Bátiz García also paid protest as members of the Superior Chamber of the Electoral Court of the Judicial Power of the Federation (TEPJF).

In addition, they elected Bátiz García as president for the next two years of this judicial electoral body by obtaining the greatest number of votes: 4 million 465,312.

These two people are integrated into the Court, which is currently integrated by five people: Mónica Soto Fregoso, Felipe de la Mata Pizaña, Felipe Alfredo Fuentes Barrera, Janine Otálora Malasis and Reyes Rodríguez Mondragón.

Reform and elections

These new judges were elected on June 1, after Morena approved in the Congress of the Union in 2024 a reform to the Judiciary, which establishes that the judges will be elected through the direct vote of the citizens.

This reform, which is now current law, reduced the number of SCJN ministers when passing them from 11 to nine; He also cut the period of his commission from 15 to 12 years; He eliminated the life pension for current and future ministers, and adjusted his remuneration so that they are not greater than the holder of the Executive Power.

In the case of the formation of the Electoral Court of the Judicial Power of the Federation (TEPJF), it reduced 5 magistrates, who will last six years and not five as the law currently marks, and will be replaced in a staggered manner and may not be elected for a new period; The Federal Judiciary Council will also disappear and will be supplied by the Court of Judicial Discipline.

He also established that the first elections to the Judiciary would be held on the first Sunday of 2025, so on that date the elections were held.

The accordions

These judges arrive among criticisms of being chosen in the midst of accordions that were distributed throughout the country.

These printed accordions were also sent by WhatsApp and home at home. For example, in the mayors of Iztapalapa and Venustiano Carranza they reported that there were people giving these colored lists supposedly so that citizens will be guided in how to vote.

  • Candidacy cases obtained 100% of the votes in Casillas and Nominal List
  • Voting time higher than the vote reception period
  • Voting induction through accordions

Given these irregularities, the administrative electoral body excluded from the final computation the votes of 818 boxes by registers these anomalies.

Courses for functions

Because part of the new judges had not held any position in the Judiciary, they went to “Fast-Track” courses given by judicial authorities at the local and federal level.

In entities such as Aguascalientes, Baja California, State of Mexico and Zacatecas there were courses with the purpose of “guaranteeing adequate preparation” and to start with “solid bases”.

In Aguascalientes, elected judges take two -month courses that began in July and will last two months, so they will end a few days before they take protest as judges or magistrates.

During the training, issues of civil, family and commercial matters are addressed, as well as introductory courses on the functioning of the Judiciary.

In Baja Californiathe local judiciary began to teach the elected judges in order to “strengthen the judicial exercise and guarantee adequate preparation for the start of functions”, as read in its call.

These courses are aimed at the people who won the elections and who for the first time will be part of the Judicial Power of the State, or who played some management or jurisdictional function within the system.

In the Judicial School of the State of Mexico There are also courses for the judges and magistrates who won the elections. These training began on June 16 and will last two months.

The program covers modules of specialization of civil, family, criminal and labor matters, as well as issues such as democratization of justice, implementation of judicial reform, legal argumentation and information technologies, there is even a simulator of audiences.
