One day after taking office, the retired PNP general Vicente Tiburcio Orbezo, new Minister of the Interior, announced a restructuring and purge of the National Policewith the aim of immediately expelling the “corrupt police officers.” This measure, he maintained, seeks to strengthen citizen security strategies and regain the trust of the population.
Furthermore, he described the current disciplinary regime of the PNP as “too soft”which allows bad police officers to remain in the institution. In this sense, he highlighted the urgent need to reform it to allow for a more rapid expulsion of corrupt or problematic elements.

“We are going to change to that disciplinary regime of the National Police. This disciplinary regime is a regime that protects the police too much. A regime that is too soft. So, here we have to act immediately,” he said during his first interview.
Likewise, he explained that the police high command has already received instructions to carry out uniform and coordinated work from Tumbes to Tacna, where intelligence and criminal investigation will be prioritized.
Tiburcio explained that the action plan aims to strengthen crime prevention through the use of science, technology and most effective police strategies.
“We definitely have to put those bad police officers in the place they deserve. There is no longer room for corrupt police officers in the institution. (We will carry out) a comprehensive, immediate reform. I am going to ask the Legislature for powers through the government.”

“Police who are outside the law, police who are expelled from the National Police immediately. We need those powers today, here you have called the congressmen, we are going to send this bill,” he added.
In addition, he stated that the National Police faces widespread discredit because “it is being mistreated by bad police officers,” and stressed that he assumed this position with the commitment to combat police corruption.
