The former Minister of the Interior, Ruben Vargaswarned that a new complaint against the colonel of the National Police of Peru (PNP) Harvey Colchado would be preparing from the Potracancha prison in Huanuco.
In dialogue with Panorama, the former state official assured that the new accusations against Colchado would be part of the “Quilted Plan”. “Unfortunately, that information there are new cases that are being manufactured along the same lines of the black campaign that is known as the ‘Colchado Plan’. Now they inform us of a new complaint that is being prepared in the Potracancha de Huánuco prison”, he declared.
“Colonel Colchado was one of the officers, together with now Colonel Walter Lozano, who captured Artemio and there is an ongoing process against this terrorist.”, he added.
