New Cadecocruz board assumes functions and calls for a new Procurement Law

The Departmental Chamber of Construction of Santa Cruz (Cadecocruz) inaugurated its new directory for the 2022-2023 administration on Tuesday night. The new president of the institution, the engineer María Carolina Gutiérrez Brehmer, raised, among other demands of the sector, the need to have a new Contracting Law and called for the unity of the public and private sectors.

“We builders not only build buildings, hospitals, educational centers, set up industries, build bridges, trace streets and highways, each work has an impact on the development of the region, and fundamentally, on the quality of life of our people”, declared.

He assured that the sector puts the shoulder to Santa Cruz and the country with the contribution of the companies and their workers, but stressed that public investment in infrastructure is vital.

“Public and private sectors are not enemies, thinking differently does not make us opponents, on the contrary, we are natural and strategic allies to generate well-being, development and employment. Appropriate regulations for this era of technology and virtuality, agility and legal certainty are fundamental and it is the minimum that citizens and businessmen expect from the authorities”, he stated.

Proposals

During her speech, the new president of Cadecocruz presented the different proposals that the construction sector has for the reactivation and contribution to the economy.

The regulation of the participation of foreign companies is proposed, so that they work in partnership with Bolivian construction companies.

The recognition of the work progress form as a tradable document in the financial system is requested to prevent the public sector from accumulating millionaire debts with the construction companies.

“The demand sector demands the bidding of works by sections or packages. A Procurement Law that replaces Supreme Decree 181 that is applied in a discretionary, capricious manner, or endorses adjudication processes of dubious transparency,” Gutiérrez pointed out.

Cadecocruz also proposes the resumption of works, since Santa Cruz does not have important infrastructure projects to start or in the process of construction and the strategic ones continue to be postponed, such as the Hub Viru Viru, Puerto Busch, the Multiple Rositas Project, as well as the San Ignacio-San Matías, Santa Rosa de la Roca-Piso Firme, La Guardia-Buena Vista, Puerto Suarez-Puerto Bush highways.
