The Municipality of Asunción responded with documentation related to the use of emergency funds on January 24, omitting the delivery of information on the hiring of personnel, before which Johanna Ortega filed a motion for reconsideration to access the missing information. On the occasion, Federico Mora, chief of staff, had mentioned that they did not understand point number 5 of the request.
“Point 5 was a copy of the contracts for the provision of services or the hiring of personnel that individualized the area to which he was assigned, the functions for which he was hired, the amount and the duration of the contract,” Ortega explained.
Yesterday, Thursday, the Municipality responded to the request for reconsideration in a concise manner, presenting a list of “officials hired as white personnel to contain the Covid-19 pandemic by the Disaster Risk Reduction Management Directorate. ”. However, it does not include all the human resources hired.
“Once again ‘Nenecho’ uses Chicanas to not deliver the information that is being requested. The request was clear and what they hide here is the hiring of operators with taxpayer money. They interpret laws, regulations and now also requests for information at will”, emphasized Johanna Ortega.
Given the lack of access to information on personnel contracts during 2021, it stated that it will make a new request.
CONTEXT
Last October, after more than a month of petitions, amparos and ratifications of sentences, the Municipality of Asunción finally made public the details of the emergency expenses. This was published on the official website of the institution.
These documents reflected serious inconsistencies. For example, disinfectants with more than 60% cost overruns. Also saturation meters with 400% surcharges. In addition, the providers were all affiliated with the ANR, among other less striking aspects.
Despite complaints of alleged overbilling of cleaning products, “Nenecho” achieved six percentage points over his main political opponent, Eduardo Nakayama of the Liberal Party, during the last municipal elections in November 2021.
