On Friday night near the Guaviyú Hot Springs, horses from the parade towards the Artigas Plateau had been left, for reasons that are being attempted to be established, the gate opened and a stampede of a hundred horses occurred along Route 3, the event caused three traffic accidents without danger of life (see report of list 609 FA, below), and indicated that the main responsible for what happened were “the organization of the parade, Caminera and the Municipality of Paysandú.”
