The fact that in the Federation Expenditure Budget Project (PEF 2026) the Specialized shelter support program for women victims of gender violence, their daughters and sons are merged with another program, it will make it difficult to know how many specific resources will be assigned to these spaces, said Wendy Figueroa Morales, director of the National Refugees Network (RNR).
After asking the legislators to reverse that situation, the feminist psychologist detailed to The day That in the PEF 2026 the Specialized shelter support program for women victims of gender violence, their daughters and sons are cast with the scheme to promote the attention and prevention of violence against women.
Therefore, now in the proposal of the economic package, it is included in the program for the prevention and detection of feminicidal violence and the attention of the causes, which is assigned almost 900 million pesos (856 million 782 thousand 185), contemplated in five annexes, according to the PEF 2026.
This general amount is unknown how much will be assigned to shelters, unlike what happens in the current fiscal year, in which the totality of shelters were assigned 484.7 million pesos.
According to the RNR, this determination “erases a feminist policy” that saves the lives of women victims of sexist violence and ignores a “feminist struggle” that managed to put the shelters in the budget in 2021.
According to the Ministry of Finance, the disappearance of programs is part of an “administrative compaction” to avoid duplication and improve efficiency, he said. “However, it does not detail how the continuity of the specialized services of the shelters will be guaranteed, or under what program the resources will be channeled.”
He pointed out that “it is essential to demand transparency, clarity and sufficiency in the 2026 budget to guarantee the right of thousands of women and adolescents to access a refuge and live free of violence.”
From the RNR “we observe this erased of the shelters in the PEF2026 and in the programmatic structure as a clear setback in the defense of the rights of women, girls and children victims of violence. The disappearance of the shelter program as a specific evidence shows a weakening in the responsibility and commitment of the Mexican State to guarantee a life free of violence and conditions of equality for women,” he concluded.
