National Police: How was the outgoing director, Guzmán Peralta?

He Major General Ramón Antonio Guzmán Peralta was placed by the President of the Republic, Luis Abinader, in an honorable situation of retirement after the cessation of his functions as general director of the National Police.

The provision was made known through the Decree no. 111-26dated this Tuesday, February 17, in which it is established that, in addition, Guzmán Peralta is appointed advisor to the President of the Republic on police matters.

In the document, Abinader also provides for the promotion of the general Andrés Modesto Cruz Cruz (PN) to the rank of major general and his designation as new director general of the National Police.

“The provision is based on the provisions of articles 255 and 256 of the Constitution of the Republic and on Law No. 590-16, Organic of the National Police, which grants the president the power to appoint the general director of the institution from among active general officers. Likewise, the current Decree repeals Article 1 of Decree No. 557-23,” reads a statement sent to the press.

Profile of the new Police Director

Major General Cruz Cruz has an extensive career within the institution, characterized by performance in strategic areas of control, supervision and internal management. Until his appointment, he served as inspector general of the National Police (2023-2026). Previously he held positions such as director of Internal Affairs, Southern Regional director, director of Liaison between the Ministry of Defense and the National Police, and director of Internal Control, among other high command responsibilities.

He is a civil engineer graduated from the Pedro Henríquez Ureña National University (UNPHU) and has a master’s degree in Defense and National Security from the General Juan Pablo Duarte y Díez Higher Institute for Defense. His training includes specialized programs in transformational leadership, criminal investigation, crisis management, energy security, protection of dignitaries and international cooperation, including training with organizations from the United States, Israel and Colombia.

Throughout his career he has received multiple decorations and recognitions, including the Medal of Merit for Public Servants in the First Category and distinctions awarded by the Armed Forces and the General Directorate of the National Police, in recognition of his career and institutional commitment.
