The General Command of the PNP backtracked on its decision to change three commanders of the Special Team against Power Corruption, a measure announced by the police institution at the end of December 2022.
Through a resolution published on January 1, it was announced that Yessie Katherine Fernández Rivera, Bruno Fernando Casique Guevara and Gian Marco Dueñas Chávez, initially ready for retirement, were reassigned “due to the need for service”, which makes it immediately reinstate their positions.
With this, the institution annulled the rotation in the positions of the 3 police officers, scheduled for the beginning of this year.
This decision comes after the criticism of the prosecutor Marita Barreto in question with the actions of the Executive Power, headed by the interim president Dina Boluarte, of not taking action on the matter regarding the decision to retire the three captains and the largest David Medina.
Medina, retired
Despite the questioning of the decision, among those who benefited from the measure announced by the PNP is not Major David Medina, Colonel Harvey Colchado’s right-hand man, whose departure from the police force was finally confirmed and, therefore, will not continue to comply his duties in connection with the case of irregular promotions being investigated by the Special Team.
Despite the fact that the Minister of the Interior, Víctor Rojas, had given full assurance that these abrupt withdrawals were going to be resolved as of January 1, the departure of Harvey Colchado’s right-hand man corroborates the “disturbance and obstruction” manifested by Barreto .
What were the reasons for David Medina’s retirement?
David Medina had taken on great relevance in recent years for being part of the Special Team that was investigating the alleged acts of corruption by Pedro Castillo prior to the Coup d’état.
‘Aquiles’, as he is known within the police environment, retired through a ministerial resolution published on December 23, 2022, due to the renewal of cadres, since it was argued that his profile met the technical requirements taken into account by the institution for this cause of discharge.
It should be noted that, in statements to RPP, the Minister of the Interior portfolio had indicated that David Medina’s relevance within the Special Team was not decisive, so it would not affect his permanence in it for better or worse. He also assured that there are “officials with the same or greater capacity” than him to fill that position.
political revenge
For his part, the lawyer for Major Medina, Stefano Miranda, also assured in RPP that the “irreversible” retirement pass, as previously signed by Minister Rojas, would be due to “political revenge.”
“What we are experiencing is a political revenge through the legality of the renewal of cadres (…) Although it is true what the Minister of the Interior has pointed out that the older Medina has been in the grade for more than 10 years ( …), he also has decorations, ministerial resolutions for distinguished actions (…) There are thousands who do not meet the requirements and are not retiring,” said the lawyer.
