The National Assembly (AN) approved in an ordinary session the agreement in support of the Fourth Popular Consultation 2025 to be held this Sunday, November 23 throughout the national territory, where 5,336 communes and communal circuits will choose the projects that will soon be developed in their community. The legislative body considers this process as a fundamental expression in the consolidation of Popular Power and a direct exercise of politics.
The agreement was presented by deputy Carlos Mogollón, who highlighted the unprecedented nature of the call, which will allow citizens to directly choose around 36,574 projects proposed by the communities.
In this sense, Mogollón emphasized that these projects will begin to be executed the week after the elections, which will allow the communities to manage the budget directly, which makes this process unique in the world.
“This consultation is the fourth in 2025, but the seventh to be carried out during the current presidential term of Nicolás Maduro, which makes it unprecedented worldwide and should serve as an example of execution of public budgets.”
Mogollón explained that communal self-management is synonymous with efficiency and savings for the nation. “It has been proven that any work carried out by our organized communities has at least 50% more scope than any public entity, but it has at least between 100 and 150% the scope of any private company,” he explained.
I vote for peace and sovereignty
In the geopolitical context, Deputy Mogollón assured that Venezuelans will also vote this November 23 to demonstrate their desire for peace and sovereign future.
“It is also a cry of protest, against a hegemon that threatens us, to tell him that we do not care about his ships, that we continue to bet on the construction of a country, we continue to bet on the construction of Venezuela,” he declared.
Likewise, he valued the qualitative leap in electoral rights that these consultative processes represent, by facilitating access to voting centers.
Youth inclusion
Another key point addressed by Mogollón was the inclusion of young people between 15 and 18 years old as active members of the communes.
“While in other countries, the so-called generation Z seeks to degrade through technology or remove themselves from public management, in Venezuela they have been given a leading role,” he expressed.
Finally, the parliamentarian concluded his speech by exposing the need to legislate on popular consultations in the future. The objective is to establish a legal framework that guarantees all public officials that the will of Venezuelans, expressed in the consultations, is the priority in the execution of public resources.
