The delegate of the National Government Armando Novoa explained that these negotiations will be carried out with the faction that was called ‘National Coordinator of the Bolivarian Army’, with which they agreed to work on territorial transformation and status for the participation in politics of the members of that armed group.

“It cannot be directly that I go to congress, to a mayor’s office or to a governor’s office or to my colleagues, no. we have to guarantee the political participation of all communities and their leaderships. If anyone of the members of the National Coordinator of the Bolivarian Army wants to participate and wants to be a candidate for a council, they want to be a candidate for mayor or governorship, having all the political guarantees that can of course be done,” Mendoza clarified.
The delegate of the National Government also left the doors open for the Second Marquetalia dissidents to resume peace talks, but stated that they must first clarify the situation of alias ‘Iván Márquez’.
“The National Government has indicated that this dialogue table continues without prejudice to the fact that in the event that Mr. Iván Márquez ratifies his willingness to remain at a dialogue table with the national government, we can reactivate these conversations.
