The December rate contributed to the result, with a change of 0.08%, 0.07 percentage points below the November rate. That month, the 0.15% increase was the lowest index of 2022 and maintained the downward trend in the year. The data were disclosed today (10) by the Brazilian Institute of Geography and Statistics (IBGE).

Sinapi manager, Augusto Oliveira, drew attention to the fact that even with the December result being much lower than the rate of previous months, the accumulated in 2022 was below only what was captured in 2021, with a rate of 18 .65%, and slightly above 2020, with 10.16%. “Even with recurring declines since July, the accumulated result for the year is still influenced by the highs captured at the atypical moment of a pandemic,” he said.

The national cost for the housing sector per square meter, which is measured by Sinapi, rose to R$ 1,679.25 in December. Of this amount, R$ 1,001.20 correspond to materials and R$ 678.05 to labor. In November, the cost was R$ 1,677.96.

According to the IBGE, the share of materials that remained stable in November (0.01%) and October (0.04%) increased by 0.07% in December. If the December 2021 index is considered, there was a drop of 0.69 percentage points. With only one readjustment noted, the share of labor increased by 0.08%, still the lowest in the year, also being a decrease of 0.27 percentage points in relation to November, when it was 0.35%.

In the accumulated result for the year, materials reached 10.02%. The share of labor costs was higher and reached 12.18%. In 2021, the share of materials closed at 28.12% and labor at 6.78%.

The manager of Sinapi highlighted that in the last months of 2022, the variations in the share of materials were with rates closer to those captured in years before the pandemic, while 2020, 2021 and the first months of 2022 suffered more strongly the impact of the situation. In the case of labor, collective agreements influenced the results. “In 2022, collective agreements began to replace the salaries of professional categories in the civil construction segment, which had few gains in the years of the pandemic. In addition, the increase in inflation, the basis for the replacement of wages in collective agreements, ended up influencing the agreed values”.

Regions

The greatest regional variation in December was in the North (0.67%), which registered an increase in six of the seven states. In the other regions, there were decreases of 0.04% in the Northeast and 0.09% in the Southeast, while there were increases in the South (0.32%) and the Midwest (0.21%).

Regional costs, per square meter, were R$ 1,697.69 in the North; BRL 1,560.52 in the Northeast; R$ 1,735.03 in the Southeast; R$1,761.89 in the South and R$1,722.72 in the Midwest. The highest rate for the last month of the year was in Piauí, with 2.64%. In the accumulated result for the year, the high rate was in Mato Grosso (20.52%), which also had the highest rate in the accumulated share of materials (22.39%).

The National Civil Construction Index is a joint production of IBGE and Caixa Econômica Federal. According to the IBGE, Sinap’s statistics are essential for investment planning, especially for the public sector. “Prices and costs help in the preparation, analysis and evaluation of budgets, while indexes make it possible to update the amounts of expenses in contracts and budgets”.
