National Assembly proclaims the new Constitution of the Republic

SANTO DOMINGO.- In an act led by President Luis Abinader, the new Constitution was proclaimed this Sunday before the National Assembly, which introduces ten modifications in the congressional, electoral and judicial spheres.

The singing of the National Anthem and the firing of 21 cannon salutes marked the proclamation of the fortieth constitutional modification.

The National Review Assembly resumed its session today after 10:00 am with the attendance of 27 senators and 135 deputies. Meanwhile, 13 legislators, mostly from the opposition, presented excuses.

During his speech before the National Assembly, President Abinader stressed the commitment of the Dominican Republic to the alternation of power, the independence of the Public Ministry and the protection of the fundamental principles of the Constitution.

The president highlighted the value of this reform as a solemn commitment to democracy, stating that “the Constitution is not just a set of technical words on paper; “It is the soul of our people.” In this sense, he emphasized that the changes enacted represent a vision of justice, peace and stability, aimed at strengthening confidence in Dominican institutions and the future of the country.

One of the pillars of this reform is the expansion of article 268, which enshrines the presidential election as an unmodifiable right, ensuring alternation in power as an essential principle. “With this measure, no president, present or future, will be able to modify the election rules for his own benefit,” declared the president.

This provision, along with a clause that prevents the current president from seeking re-election, reinforces the commitment to limit power, protecting institutional stability and consolidating a system of government without perpetual leadership.

Additionally, the president presented a new structure for the selection of the Attorney General and deputy attorneys.

Under the new scheme, the National Council of the Judiciary will assume responsibility for these appointments, guaranteeing independent justice free of political pressure.

Among the most notable changes in the new Constitution is the prohibition on leaders from serving in the Executive Branch for more than two consecutive terms. This commitment was one of Abinader’s main promises since his campaign in 2024, and seeks to strengthen democracy by limiting presidential re-election.

Another significant reform is the unification of elections in the country starting in 2032. This implies that municipal, congressional and presidential elections will be held simultaneously every four years, which will reduce costs and simplify electoral processes.

Regarding legislative representation, the number of deputies was reduced from 190 to 170, as part of an austerity measure to reduce expenses on salaries and privileges within the Lower House.

Likewise, the assembly members modified the second paragraph of article 274 on the constitutional period of officials, to establish a replacement mechanism in cases in which the mayor and vice mayor resign their position.

The president also mentioned the unification of elections starting in 2032 and a reduction in the number of representatives in the Chamber of Deputies, measures that, he stated, will contribute to a more efficient political system and public representation that is more adjusted to the needs of the public. country.

Abinader concluded his speech by reaffirming his commitment to transparency, justice and respect for democratic principles.

In his final words, he expressed that “this constitutional change is much more than an administrative procedure; “It represents the will of a country that deserves a quality democracy, where power is a responsibility and not a personal privilege.” He also left a message of continuity for future leaders, urging them to strengthen progress and work for the well-being of all Dominicans.

With this reform, the Dominican Republic takes a firm step towards a future of greater institutions and justice, sending a clear message: the country is above any government, and the citizens are above any president.

This proclamation marks a milestone in Dominican history, reaffirming its commitment to a stable and lasting democracy for generations to come.
