National Assembly defers approval of the Reform of the Communes Law

The approval of the draft Commune Reform Law was deferred to the next parliamentary session, with the aim of making some adjustments to the articles discussed during the day this Thursday to continue the debate.

It should be noted that today the discussion of the aforementioned project that corresponds to the laws of Popular Power continued. In that sense, with the presence of some representatives of the communes who were invited to the Chamber, the approval of some articles was carried out.

During the session, emphasis was placed on the debate related to the article related to the development and consolidation of the Communal State, “as a specific form of the democratic and social state of law and justice, support for the construction of the socialist society that enshrines the exercise full of the sovereignty that resides non-transferably in the people”, according to the norm

Likewise, it is established to “help in the design and implementation and mechanisms for training and information in the communities to develop the integrated community training system and the community information system.”

The bill on the communes also contemplates “promoting the comprehensive system of defense of the Homeland, against external and internal threats that undermine national sovereignty and the peace of the Republic.”

Likewise, it agrees to promote the provision of means of justice for coexistence and communal peace, in accordance with the respective laws.

The legal instrument specifies that “the initiative for the constitution of the commune will be implemented after approval by the Assembly of Citizens of each communal council proposed to form it, for this purpose three spokespersons will be elected who will form the promoting commission, which “will notify the Ministry of Communes.”

“The commune is established by popular initiative through the aggregation of communities organized into communal councils,” reads the text.

In this sense, the rule provides that “the spokespersons for the promoting commission must be elected by the communal councils of the proposed geographical area, who, within a legally established period, must formulate the proposal for the area of ​​the commune, as well as generate the proposal for demographic census of the same, based on the compilation and censuses of the communal councils proposed to integrate it.”

The electoral registry of the commune will be created from the compilation of the electoral registry of the communal councils proposed to integrate it.

On the other hand, during the parliamentary session, the president of the National Assembly, Jorge Rodríguez, announced the appointments of several deputies because some requested permission to assume new functions in the National Executive.

In that sense, Deputy Tania Díaz was appointed to the presidency of the Homeland Bloc, because Deputy Diosdado Cabello assumed responsibilities at the head of the Ministry of the Interior, Justice and Peace.

For the presidency of the Permanent Commission on Internal Policy, the deputy, María Gabriela Vegas, was assigned; as first vice president, the deputy, Rosa León Bravo and as second vice president, the deputy, Rodbexa Poleo.

For the Education, Science, Technology and Innovation Commission, Deputy José Villarroel was assigned as president and Deputy Enrique Ramos was assigned as first vice-presidency.

Agreement that recognizes Andrés Bello approved

Also during the parliamentary session this Thursday, the draft Agreement in Commemoration of the 159 years since the death of Andrés de Jesús María and José Bello López, teacher of the Liberator, was approved.

The poetic, political, legislative and academic work of Andrés Bello stood out, as well as the pedagogy taught to the Liberator.
