This was achieved on November 22, when after a long discussion —first in committees and later in plenary session—, the Mexico City Congress approved the opinion sent by the Head of Government, Claudia Sheinbaum, to modify the article 8 of the local Constitution regarding universal scholarships and economic support for the maintenance of schools.
Martha Avila, parliamentary coordinator of Morena in the Mexico City Congress, assured that raising to constitutional rank “My scholarship to start” and “La Escuela Es Nuestra”, the latter dedicated to providing resources for the maintenance of educational establishments, It implies that both cease to be an action that is only implemented during the current local administration.
“It is no longer a program as such, it becomes a right embodied in the constitution and that no government that arrives can remove it and it also implies that a budget is already allocated for these two actions and they are part of the budget for 2023, 2024, 2025 and so on” he explained.
Budget
Until 2022, “Mi Beca Para Empezar” was a program, implemented by the government of Mexico City which this year has a budget of 5,405 million pesos. For him 2023, the Secretary of Administration and Finance contemplated an expense in the Economic Package —which must be approved by December 31— for 6,820 million pesosthat is, 1,415 more than the previous year.
Despite this increase, the amounts granted to the 1.2 million school-age children did not change in the projections of the capital’s authority, since an analysis of the list of beneficiaries must be carried out beforehand.
According to deputies, next year an analysis will be made of the number of students enrolled in the register, students who pass to school grades without social benefit coverage, among other items and based on this, the authority will determine the new amount to grant.
