The schedule for the Minha Casa, Minha Vida (MCMV) program is moving forward faster than expected, according to the Minister of Cities, Jader Filho. The goal set by President Luiz Inácio Lula da Silva is to hire 2 million people by the end of his term. The government expects to reach half of this goal in the next few days.
“First of all, I want to say that we are already very close to 1 million homes [contratadas]well before what was planned, which would be between the end of December and the beginning of January. We will reach, still in September, 50% of the goal determined by President Lula”, revealed Jader Filho this Wednesday (18), on the program Bom Dia, Ministro, produced by Brazilian Communications Company (EBC).
The minister also announced that a new selection of projects for MCMV is planned for next year, increasing this number even further and that, in the coming weeks, municipalities with less than 50 thousand inhabitants that will receive resources destined for the program will be selected.
According to Jader Filho, all resources for the program are guaranteed, and there is therefore no possibility of cuts or contingency. “And there will be no delay in the transfer of funds because the resources are already deposited in the funds, precisely to avoid any type of delay in payments, providing security to our builders,” he added.
“Now, what we want in exchange for this security is for the builders to deliver these MCMV units as soon as possible, because those who are renting are in a hurry. Those who are living in high-risk areas are in a hurry,” he added.
Reflections
The minister recalled the positive impact that the program has had on the country’s economy, emphasizing, however, that its benefits go far beyond economic issues. “In the last quarter, MCMV launched more projects than the private sector. 53% of the country’s housing unit launches were from MCMV,” he said.
“This obviously has a very important impact on the economy. We are calculating that, with the construction sector, we will achieve full employment in Brazil,” he said, explaining that the MCMV has already guaranteed a total of R$72 billion in investments and that, considering financing, the total is over R$350 billion.
According to the minister, these investments generated 1.8 million direct jobs and 5 million indirect jobs. “The truth is that MCMV is booming, as is the construction industry in Brazil.”
Experience
Jader Filho said that the experience gained from the 8.4 million homes already delivered has been relevant in avoiding the repetition of mistakes and making more appropriate deliveries, helping people to have a better quality of life in their homes.
Among the lessons learned by the minister is that very small units and very large condominiums do not create a sense of belonging in their residents, and are also easy targets for criminals. “In smaller condominiums, we have noticed that they are better looked after. Families take great care of their development, with a sense of belonging and community. That is what we want,” he said.
Barbalho acknowledged that condominiums built in isolated locations also tend to present problems, and that it is essential to be close to schools, health centers and regions where there are job opportunities.
“We also learned that it is better for the property to be in the woman’s name and that, among the requirements, there is also access to energy, water, and sanitation,” he said.
According to the minister, all of these lessons learned are taken into account when defining the structures of the next projects to be selected, including common areas. “All units will have balconies. In addition, the condominium structures will have sports equipment, solar energy, barbecue grills [comunitárias]an area for pets and even libraries with at least 500 books, some of which were even loaned by the Brazilian Academy of Letters.”
