Ovidio Robles Palachay, known as ‘The Terror of the Mirador’appeared again on stage, but this time involved in a story linked to the collection of almost Bs 300,000 that he withdrew from Banco Unión in a bag when what he should have received as payment for his settlement was only Bs 2,425.
The amount he received by mistake changed his life. From being a sacrificial and honest worker, so much money transformed him, because he began to spend that easy money on drunkenness, women, drugs, etc.
In time to recruit accomplices, to whom he provided weapons, he formed a gang of robbers and rapists.
After hearing the story, a policeman commented on the life of Ovid Robles and he recalled the biblical phrase of the apostle Paul when he says in first Timothy that “the love of money is the root of all evil.”
Ovidio Robles, that already He has to his credit two sentences of 30 years without the right to pardonone for the murder of the policeman Oliver Mendoza and another for aggravated rapes, attended another hearing again yesterday Thursday in the governorate of Palmasola.
He accepted an abbreviated procedure and the third sentencing court, presided over by Judge Carlos René Roca and his colleagues Lily Salazar and Raúl Lizarazu, sentenced him to 8 years in prison for illicit enrichment of individuals with an impact on the State.
Prosecutor Iván Quintanillas took the case and in hearing Ovidio Robles accepted the abbreviated trial with his defense and the author declared himself to receive 8 years in jail.
Sentenced to 30 years in prison for the murder of a police officer in La Guardia, he accumulated one more sentence against him of 8 years in prison for the crime of illicit enrichment of individuals affecting the State.
The proceedings carried out by the Special Force to Fight Crime (Felcc) and the Prosecutor’s Office reveal that it all began on March 8, 2021 when Ovidio Robles went to a Banco Unión window to collect his settlement for social benefits for Bs 2,425.
He had worked in a food company since 2017 and decided to retire voluntarily.
He settlement of social benefits since November 17, 2017 for the sum of Bs 2,425 was deposited in custody by the company at Banco Unión on November 30, 2017.
The Prosecutor’s Office based that Ovidio Robles had appeared at the window on March 8, 2021 to collect the social benefits deposited in custody funds. He presented his card, birth certificate and extract from his savings statement at AFP Previsión.
Once the deposits in the custody funds account have been verified, the cashier issues the check for the amount deposited by the company, that is, the sum of Bs 2,425. “It is very curious that having processed the payment, the Banco Unión official with the position of administrative liaison had filled out check 09221 so that the sum of Bs 247,595 is paid to the order of Ovidio Robles Palachay,” the proceedings of the Felcc and the Prosecutor’s Office.
On April 7, 2021, at 5:30 p.m., the cashier goes to the bank office with the documentation that supported the collection of social benefits where it is reported that a mistake had been made by issuing a check drawn excessively, which instead of considering the sum of Bs 2,425.17, the greater sum of Bs 247,595.34 was consigned, an amount with which Ovidio Robles unduly benefited, causing economic damage to the State.
It points out that “the fraudulent intentions of Ovidio Robles to fill his pockets at the expense of money from the custody funds in charge of the Ministry of Labor suggest that his extremely poor patrimony has increased disproportionately and with this the patrimony of the State is affected.”
The complaint was filed on April 8, 2021 by Julio César Choque, departmental head of Labor, against Ovidio Robles for the crime of illicit enrichment of individuals affecting the State.
At the end of the hearing, yesterday, Ovidio Robles got up, shook hands with the judges, thanked them and apologized. In front of the police he commented on the fact of the murder to the police officer Oliver Mendoza in the viewpoint. “That day, I didn’t want to kill anyone. At the scene I felt a bullet whistle through my head and I fired. It was my life or his”, exclaimed Ovidio Robles and went to the cells escorted by uniformed men.
