Under the category of Major Machinery, Equipment and Tools – Transportation Equipment and by the type of Direct Contracting procedure, the Municipality of December 25 of the Government of San Pedro made a call for bids, awarding the company Nancy Larroza de Insaurralde for the acquisition of a used ambulance.
The award is around G. 150 million and it will be delivered during the day, through a public act organized by the mayor of the municipality, according to the statements of Edwin Insaurralde, importer of the aforementioned firm.
“We did everything very quickly because the ambulance represents a factor of main need in the district, but we requested a single transport team due to the level of institutional capacity for the demand,” explained the director of the Municipal Contracting Operations Unit (UOC). Jorge Rolando Rivas.
From the Municipality they do not have any ambulance, for which the requested article would come to be considered as the first element of assistance for the population.
Within the district, the central health center and three Family Health Units (FHU) stand out, but none of the institutions have ambulances available, considering that the area has a little more than 10,700 inhabitants.
SPECIFICATIONS
The acquired ambulance differs from others found in the market at a much lower price, which stand out for costs that are around G. 80 million and below. However, according to the director of the UOC, the characteristics of the requested means of transport contain specific aspects that other machines do not.
“So the equipment could also justify the high cost, since the ambulance will come with all the corresponding requirements, in addition to the complete plotting,” said Rivas.
Among the particular specifications are an aluminum stretcher, oxygen tube, air extractor, interior furniture, IV pole, double air conditioning and heating, interior fiberglass lining, among other details that add to the particular equipment.
OTHER CONTRACTS
Edwin Insaurralde, importer of Nancy Larroza de Insaurralde, explained that within the acquisition of ambulances there are ambulances of various categories with different equipment, for which the costs will not coincide or at least will be determined by the aspects that each means of transport contains.
“In more than one case, for example, any equipment is made as if it were easy to build an ambulance. For example, a minibus is taken, removing the seats or inserting a simple stretcher when the ambulance has certain requirements and equipment”, the importer pointed out.
According to Insaurralde, another peculiarity of the care facilities is that they come from factories in Korea and are already carefully prepared and equipped. On the other hand, he affirms that it would be theoretically impossible and almost difficult to acquire a completely new medium and 0 km, since they would cost between G. 300 and G. 400 million.
“The 0 Km are basic, made in the country and do not come from the factory. If one more or less prepared as an ambulance were bought, it would be around G. 600 million; for this reason, the municipalities resort to these prices because they are the most accessible”, declared the importer of Nancy Larroza de Insaurralde.
