The Municipality of Lima ordered the erasure of a mural and altars in homage to Eduardo Ruiz just one month after his death during a mobilization in the Lima Center. The intervention took place on November 14 and affected graffiti and objects that the protesters had placed in the France Squarewhere he was hit by a bullet, as well as in different points in the center of Lima.
Eduardo Ruiza 32-year-old rapper, died on October 15 after being shot during a protest. Although an expert report from Public Ministry described the injury as compatible with a “rebound entry”, the family and groups have questioned that version and demand an independent and exhaustive investigation. The existence of the expert report has not silenced doubts about responsibilities or demands for public justice.
The dispute over the mural adds another aspect to the case: while citizens demand clarification and sanctions, municipal and police authorities speak of “recovery of order” and “restoration” of the historic center.

A month without Trvco: memory in the streets and a tax investigation that does not progress
One month after the murder of Eduardo Ruizhis family and citizen groups have held vigils, masses, murals and tours in the streets to keep his memory alive. His father, Roger Ruiz, has accompanied all these activities and demands concrete progress in the tax investigation.
Despite social pressure, The Public Ministry maintains minimal progress in the investigation. It has not summoned key witnesses, it has not carried out new proceedings and it has not issued public statements about the case. For family members, fiscal silence deepens the feeling of impunity.
Prosecutor Roger Yana—who received the file at the Third Criminal Prosecutor’s Office—inhibited himself and asked that the case be transferred to a common prosecutor’s office. However, that other prosecutor’s office refused to assume it, arguing that it is a fact linked to serious human rights violationsso it must remain in a specialized prosecutor’s office.

The family’s legal defense, led by the Arbizu & Gamarra firm, claims that the investigation is being fragmented. They point out that the case file of Renato Ríos, a young man injured in the same mobilization in which Ruiz died, would be being processed separately, which weakens the comprehensive analysis of responsibilities.
Furthermore, human rights organizations express concern that the PNP Homicide Division investigates the non-commissioned officer identified in videos as the one who fired the shots. They warn of a conflict of interest, since the Police would be examining the actions of one of their own agents.
