The document published by the current interim mayor of the Asuncion commune, Alvaro Grau (PPQ), undressed the way in which the income received by each municipal official is disbursed and the concept by which they do so.
A total of 7,544 workers receive a salary from the mayor, of which 574 receive “bonus for responsibility in the position.” The highest bonuses are around G. 5,900,000. However, the highest is the one that the intendant assigns to himself, reaching G. 9,222,766. The total amount earmarked for this concept alone reaches G. 1,090 million.
Likewise, 735 people were paid for productivity and 961 for having a university academic degree. Likewise, 1,214 officials receive night shifts, 1,865 for family allowances and 3,642 receive compensation for unhealthy conditions.
“ABLE” OFFICIALS
The patriotic councilman, Pablo Callizo, published on his Twitter account that due to Alvaro Grau’s publication, it is possible to analyze how many trained technical people are currently working in the institution.
“Of the total of 7,544 officials, only 1,110 have some degree, that is, only 15%. Of those, 149 have an intermediate degree and 961 have a university degree, ”he detailed.
Specifying the positions in which each one of the officials performs, when dividing them by areas, it can be seen that the majority fulfill an administrative role or are working in the different institutes or cultural centers. Also, only 2% are working in the area of technology.
“Regarding the directions that are linked to urban infrastructure, whether they are related to works, urban or road, there are only 121 technical professionals working in these areas,” he said.
Callizo expressed that these data are worrying for the needs of the municipality. The Highway Department, for example, which should solve the problem of potholes, only has 7 technicians. On the other hand, for the elaboration of projects and supervision of works, there are only 15 technicians.
“Everything related to urban planning, traffic management, property registration and others, have very few professionals, a situation that also generates a lot of bureaucracy and slowness for the approval of work plans and other municipal procedures,” he added.
Finally, the councilman announced that it is urgent to reinforce the directions that really generate development and growth of the city. He asserted that more engineers, architects, surveyors and urban planners are needed to contribute their knowledge and not continue to use the municipality as a return of political favors.
