More than 150 provincial and district mayors of Puno, Cusco and Arequipa They didn’t use a single sun of their budget throughout the month of January, despite the claims and discontent of its citizens.
According to the Friendly Consultation portal of the Ministry of Economy and Finance (MEF)there are municipalities in these areas that register 0% progress in their 2023 budget. That is, they have not disbursed a single sun of what was delivered.
In Arequipa, there are 40 municipalities, between district and provincial, those who are on the list. The Provincial Municipality of Castilla-Aplao is one of them, and also one of the ones with the most resources in its Modified Institutional Budget (PIM), with S/81’145,126.
In Cusco, there are 51 local governments They do not register progress. One of them is Chumbivilcas-Santo Tomás, which has a PIM of S/91’217,740, and where the communities, on several occasions, have blocked the mining corridor.
While, in Puno there are 62 municipalities without progress. Here are even the districts of Cabana and San Miguel whose mayors sent a joint letter with other authorities against the Executive, Legislative and asking that “the clamor of the people” be addressed in reference to the violent protests calling for the resignation of the president Dina Boluarte.

Carlos Casas, a professor at the Universidad del Pacífico, explained that this null execution is related, among other things, to two factors. One is the entry of new authorities, and the other is the social conflicts in the aforementioned regions.
“No contractor is going to want to sign contracts because of what is happening,” he said.
He explained that the problem would also be related to an accounting issue. “That is to say, that it is being spent, but it is not being registered.”
This situation of inefficiency, he explained, affects the services offered to the residents of the areas.
“The service of garbage collection, park cleaning, track repair, etc. is not provided. The ordinary citizen is affected ”, he added.
