In order to improve service conditions and reinforce road safety at the national level in Mototaxis (Category L5), the Ministry of Transport and Communications (MTC) approved Supreme Decree No. 011-2025-MTC, regulating Law No. 31917 on the public transport of persons in these units.
The regulations establish precise requirements regarding driving licenses, identification, and formalization of the service.
- Medical evaluation and psychological to obtain the license. It provides to maintain until December 31, 2026 the obligation to approve said provision.
- Mental Health Evaluation to the driver. The regulation suspends its demand until December 2027. However, the requirement of medical and psychological evaluations will be maintained in accordance with the National Regulations of the Licensing System.
- Mandatory use of a distinctive vest With the printed vehicle plate, which will be mandatory as of January 22, 2026.
- Carry a holographic decal Inside the vehicle that allows the driver to identify, as of January 22, 2026.
