The Ministry of Labor prepares for introduce this thursday the first stage results of the plan regulation of domestic work in the country. Tomorrow the institution is expected to publish the conclusions of the public hearings to which the resolution seeking claims for the sector was submitted.

In April 2022, the labor minister, Luis Miguel de Camps, that once the stage of public hearings is over, it is expected to be able to establish a minimum wage for people who dedicate themselves to domestic work as a trade and that for a third stage, the National Social Security Council will be called to establish the best way for these employees to start contributing to the system.

However, at that time the president of the Association of Domestic Workers of the Dominican Republic, Victoria García, rejected that the resolution of the Ministry of Labor which accepts the provisions of Convention 189, on domestic workers be sent to public hearings to evaluate its possible application in the Dominican Republic.

García said that the content of the resolution of the Ministry of Labor is identical to what is established in Agreement 189 of the Ministry of Labor, for which he understands that the Dominican authorities must stick to applying what this agreement indicates to guarantee the necessary claims. for that sector, while asking that it be respected at a general level.

De Camps assured that the Government seeks to provide the sector with all the remuneration that other sectors of workers in the country have, in addition to providing an adequate legal framework for the activity.

the worst paid

A report from the Ministry of Economy, Planning and Development (MEPYD), revealed that in 2021 domestic work was the worst paid work activity in the country, reaching a salary of RD$57.00 per hour, despite the fact that last year this sector generated 245 thousand 102 jobs.

“During 2021, the monthly salary income of people employed in domestic work was RD$8,415 per month, while the monthly labor income of all employed persons was RD$19,429 per month, for an average difference of RD$11,014.

The research also indicates that domestic work is the one with the least social protection through employment, since it is estimated that only 3.53% are affiliated for their work to health insurance and 3.08% to the pension system.

The director of Analysis of Poverty, Inequality and Democratic Culture of the Ministry of Economy, Planning and Development, Rosa Cañete Alonso said that domestic work is the branch of activity where the highest percentage of employed women in the country is in a situation of monetary poverty. “20% of domestic workers are in a situation of monetary poverty,” she added.

She highlighted that almost half of the domestic workers in the country are in the Supérate program, which means that they are in a situation of poverty, so improving the living conditions of this sector is essential to reduce gender inequality and to guarantee equality.
