MP on salaries, careers and positions consolidates agreement with civil servants

Called MP on State Transformation Associated with People Management, it also institutes a series of changes related to careers and public positions.

“It is not simply an increase in remuneration. It is in fact a restructuring of careers. It is another stage in the transformation of the State that we have done”, said the Minister of Management and Innovation in Public Services, Esther Dweck, when presenting the general lines of the MP this Monday (30).

Through the MP, the government seeks to consolidate agreements negotiated with federal public servants throughout 2024, many of which resulted from negotiations that took place amid strikes and strikes.

Positions and careers

Among the measures that go beyond the salary adjustment is the transformation of 14,989 vacant and obsolete positions into 15,670 new positions.

“They are more aligned with current needs. As it is a transformation of positions, it has no budgetary impact at this time”, explained the minister.

Two transversal careers will also be created: one for the Development of Justice and Defense Policies and the other for Socioeconomic Development. Each will have 750 positions. According to Dweck, the vacancies in the two new careers created must be filled through a new edition of the Unified National Competition (CNU).

Other measures involve an expansion and reformulation of positions in education and new rules for performance evaluation, progression and promotion.

Budget

The MP has the force of law and will come into force as soon as it is published. However, it will need to be approved by the National Congress within 120 days to be definitively valid.

According to the Ministry of Management and Innovation in Public Services, the primary impact of server readjustments in 2025 will be R$16.2 billion. For 2026, the forecast is R$8 billion. Dweck states that the values ​​are within the parameters of the fiscal framework, which establishes the rules for conducting fiscal policy.

“We are respecting all fiscal limits. Even with all these negotiations and the authorized and planned competitions, we will have stable personnel expenses. It will remain at 2.58% of GDP [Produto Interno Bruto]which was basically the value of 2022”, says the minister.

According to the Ministry of Management and Innovation in Public Services, the 2025 adjustment for federal employees will only be paid after the Annual Budget Law (LOA) is approved and sanctioned.

The amounts, however, will be transferred retroactively to January 1st. The LOA project is still being processed in the National Congress and your vote should only take place after the parliamentary recess, which ends in February.
