The Center for Development Studies (CED) held a discussion this Thursday, with top level actors, the state of public policies that seek to reduce poverty and increase employment. The Minister of Social Development, Martín Lema, participated in this panel and spoke about Family Allowances.
For some years now, CED has been analyzing a new generation of socio-urban inequalities: more fragmented and violent territories despite improvements in money and growth. In this instance they presented the activity called: “Poverty and employment: are our policies effective in lifting people out of poverty?”.
It was attended by Fernando Filgueira, Head of the Office of the United Nations Population Fund in Uruguay and Researcher at the University of the Republic; Verónica Amarante, IECON Full Professor and former ECLAC Director; and Antonio Manzi, Director of Data Transfers and Analysis of MIDES. The closing had the words of Minister Martín Lema.
Lema recalled that in January 2022 the income limit to maintain Family Allowances Equity Plan (AFAM-PE) was eliminated. In order to “encourage” formal employment and “favor” the increase of resources in households in a situation of vulnerability.
It also reported that in June of this year, 12,326 households made up of 45,500 people exceeded the income threshold. In turn, these will maintain the benefit until their situation of vulnerability is reversed.
“We bet on social actions as a springboard and not as an anchor,” said the minister.
Family Allowances – Equity Plan
They are consolidated as a non-contributory monetary transfer aimed at pregnant women (prenatal), children and adolescents under 18 years of age or people with disabilities, who belong to households in a situation of socioeconomic vulnerability or are in full-time care in establishments of the INAU, or in institutions in agreement with said Institute.
On the other hand, the transfer has as requirements the enrollment and assiduous attendance of the beneficiary at educational institutes authorized by the competent body. Except in the cases of disabled beneficiaries in which it is proven that this is not possible, and the periodicity of controls of medical assistance provided through the public or private system.
