One day after the urgent request for the Bill (PL) that provides amnesty to the scammers involved in January 8 to be filed in the House, the president of the house, Deputy Hugo Motta (Republicans-PB), argued that it is the college of leaders who define the voting of the plenary.
“Democracy is to discuss with the college of leaders the guidelines that should advance. In a democracy, no one has the right to decide anything alone,” Motta said, adding that we need to ponder the risks that each agenda has for the institutional stability of the country.
“It is also necessary to have responsibility with the position we occupy, thinking about what each agenda means to the institutions and for the entire Brazilian population,” added the parliamentarian in a social network.
One of the arguments against the amnesty PL is friction that he causes With the Federal Supreme Court (STF), which is still judging those accused for plotting a coup d’état in Brazil.
The complaint points out that the objective was to nullify the 2022 presidential elections, including Murder forecast President Luiz Inacio Lula da Silva, Deputy Geraldo Alckimin and STF Minister Alexandre de Moraes.
Urgent request
Motta’s speech occurs after the Liberal Party leader (PL), Sostenes Cavalcante (PL/RJ), filed, on Monday (14), an urgent request for the PL with a signature of 264 deputies, more than half of the House, being the majority of parties of the governing base.
Since the PL was not having support from the College of Leaders, the party of former President Jair Bolsonaro, accused of leading the coup movementused the breach of the House Regulation that allows the submission of urgent requests with the signature of at least 257 parliamentarians. Questioned by Brazil agency About Motta’s position, PL leader Sostenes Cavalcante said he does not comment on social network posts. “For me politics is made eye to eye, I know the president well that we help to elect,” he said.
Still on Monday, the PL leader pressured Motta to guide the theme.
“The mayor was elected to serve Brazil – not to obey the messages of the Planalto. Who has a word, fulfills. Who is committed to Parliament, respects the deputies,” said Sostenes.
Democracy
Deputies contrary to amnesty argue that there are 2.2 thousand projects undergoing urgently and that there is no reason to favor the PL of amnesty. The Government leader in the House, Deputy José Guimarães (PT-/CE), stressed that the request presented does not guarantee the vote of the project.
“It is up to the president of the House to decide what will be based. The opposition is no longer clarified that the bill preferably aims at animal Jair Bolsonaro and the six creators, planners and commanders of the coup hiring, as investigated by the Federal Police,” said Guimarães.
The ruling leader added that the PL does not deal with the dosimetry of penalties, as has been said by the opposition.
“The House of Representatives cannot incur the error of guaranteeing the impunity of people who have undergone the democratic order,” added Guimarães.
THE Amnesty pluspresented at the Chamber Constitution and Justice Commission (CCJ) last year by the rapporteur Rodrigo Valadares (Union), grants amnesty to “to all who have participated in demonstrations anywhere in the national territory of October 30, 2022 to the day of entry into force of this law, under the conditions it specifies.
If the urgency approved, the article will be analyzed directly in the House Plenary, without having to go through the commissions. The decision to guide, or not, the urgency of the theme depends on the mayor, Hugo Motta.
