The president of the House of Representatives, Hugo Motta (Republicans-PB), marked a meeting of the College of Leaders this Wednesday to discuss the vote on the urgency for the Bill (PL) which provides for amnesty to the convicts for attempted coup d’état.
Motta said in a social network that the meeting will “deliberate on the urgency of projects dealing with what happened on January 8, 2023”. If approved urgency, the PL could be voted in the plenary at any time. No rapporteur or text of the article was disclosed.
The amnesty’s agenda again gained strength with the trial and conviction of former President Jair Bolsonaro for attempted coup, among other crimes. The opposition led by the Liberal Party (PL) argues that the trial in the Supreme Court (STF) of the coup plot would be a “political persecution.”
The PL defends a broad amnesty for all convicted by the coup movement that defended a military coup in Brazil after the presidential election of 2022 and culminated in the invasion of the headquarters of Powers in Brasilia, on January 8.

Parties of the ruling base maintain that the amnesty to crimes against democracy is unconstitutional and would represent an impunity of those who tried to prevent the possession of the legitimately elected president.
“Strike against democracy is not forgiven: those who planned must answer before the Constitution and justice,” said the PT leader in the House, Deputy Lindbergh Farias (PT-RJ).
The PL leader, Deputy Sostenes Cavalcante, in turn, has been defending Amnesty to “pacify” the country.
“Amnesty does not ignore the mistakes. It recognizes them and yet chooses to reconcile. It opens the door to forgiveness, institutional stability and national pacification,” Sostenes wrote after Bolsonaro’s conviction.
Senate President David Alcolumbre (Union-AP), manifested against a broad amnesty and has suggested an alternative text.
Already the leader of União in the House, Deputy Pedro Lucas Fernandes (Union-MA), despite having spoken in favor of amnesty, said it would be contrary to a forgiveness for those who planned murders.
Among the plans planned to nullify the election of 2022, was to murder President Luiz Inacio Lula da Silva, Vice Geraldo Alckmin, and STF Minister Alexandre de Moraes.
In the complaint of the coup plot, former President Bolsonaro is accused of pressuring the armed forces commanders to join a decree to suspend the election and the powers of the Superior Electoral Court (TSE) to remain in power.
If approved in the House and Senate, the Amnesty PL must be vetoed by President Lula, who has already spoken out against the proposal. The National Congress can also overthrow the president’s veto.
If the measure is judicialized, the Federal Supreme Court (STF) is obliged to comment on the constitutionality of amnesty for crimes against democracy.
