According to the report, the motorcyclist identified so far as “Sandrinho” was traveling on his motorcycle in the company of Ingrid Moreno, from Brazil to Paraguay, when upon reaching the primary zone he passed through a road not enabled for bicycles.
In said place there was an extended chain that prohibited the passage, which hit the driver’s neck and, as a result, he lost his head. Meanwhile, the woman suffered serious injuries for which she was transferred from the emergency room to a hospital in Brazil.
The witnesses stated that the chain used by the Navy to block the artery does not have signaling and that the high speed that the deceased was apparently going when he did not see said chain, caused his decapitation.
