The proposal signed by the Oaxacan deputy Armando Contreras Castillosecretary of the Education Commission, considers that the democratization in the election of its rector, is currently reduced to a governing board and this cannot be elected by the university community, and for this reason he proposes to repeal the sixth article of the organic law of the UNAM.
“The governing board, which was born as an alternative that should have been provisional to arbitrate between two antagonistic university groups in that internal dispute in 1944, ended up supplanting the representative powers that the original project had placed in the University Council,” it reads. in the document.
With said modification, a text is added to the ninth article of the organic law of the UNAM that refers to:
“The person in charge of the rectory will be chosen by the university community, through direct election and universal, free, secret, personal and non-transferable suffrage, in accordance with the procedures established for this purpose by the university council.
“The uncomfortable paradox posed by the existence of a critical university, proud of its capacity for historical mobilization and defender of democratic legacies, which maintains a deeply top-down and vertical government structure must cease,” the legislator said.
The initiative, although it was signed on March 9, 2023, has not yet been presented to the board of directors, nor has it been referred to commissions for analysis.
It recognizes that the National Autonomous University of Mexico has been for years a benchmark in the country’s public life and has promoted critical reflection in Mexican society.
In the explanatory statement of the initiative, it is stated that without being a militant force, UNAM has contributed to the active participation of society, promoting democratic development.
