“This connection or bond between the institution and the person who presides over it can become even more acute in contexts of high visibility of the person who heads the institution, which can be due to different reasons,” added the Institute.
The INE also detailed that it was decided to evaluate Córdova because in the context of organizing the revocation of the mandate “there were personalized attacks on the figure of the INE’s president counselor.”
“It was useful and pertinent to know the degree of recognition by the public to assess a potential impact on the institution,” said the INE.
With the information obtained from the survey, the Institute explained, “specifically regarding this question, no measure was implemented that could imply, suggest or show personalized promotion, which would violate article 134 of the Constitution.”
“Since the first time that the President of the Republic included the President of the INE in a hypothetical list of candidates for the Presidency for 2024, the Minister made his position clear and explicit, which he has reiterated over and over again, not to seek, in no way, any popular election candidacy, including the presidential one, for 2024.”
