Just over half of the indicators monitored by the 2020-2023 Multi-Year Plan (PPA) improved in 2021. The conclusion is contained in the PPA monitoring report sent by the Ministry of Economy to Congress last Wednesday (31). Of the 63 indicators monitored, 36 (57% of the total) evolved favorably last year.
Among the goals that were met, several generate important social reach, such as the distribution of vaccines against covid-19, the delivery of housing units and the completion of drainage and rainwater management projects.
According to the report, 27% of the indicators worsened, 5% remained stable and 11% were not measured, do not have baseline data or are neutral indicators (no direction that can be measured). Regarding the achievement of targets, 56% of the targets were achieved, 34% were not achieved and 10% of the indicators do not have a defined target.
According to the Ministry of Economy, the biggest obstacle to performance in the period was the covid-19 pandemic, which prevented the achievement of 14% of the goals. The restriction of personnel – lack of servants or training – was responsible for the non-fulfilment of 9% of the goals.
The report provides transparency to the results obtained in the execution of the PPA, a plan provided for by the Constitution and approved every four years. The PPA defines the guidelines, objectives and goals of the federal public administration. The document also provides for the monitoring of capital expenditures (such as investments) and ongoing programs. The report also supports the elaboration of Budget projects, mapping obstacles and suggesting directions for the improvement of public policies.
The PPA includes data on the progress of the government’s 30 priority investments. Among the projects monitored are the São Francisco River integration projects, the construction of the West-East Integration Railway (Fiol), the Sirius Laboratory and the Immunobiological Processing Center at the Oswaldo Cruz Foundation (Fiocruz). The plan also monitors the production of conventional and nuclear submarines.
