The discursive tests for the 2025 edition of the Unified National Public Competition (CNU), which will be applied this Sunday (7), are in the custody of the security forces and, in several regions of the country, stored in units of the Federal Highway Police. The material, which began to be distributed this week, is part of a national operation that mobilizes more than 22 thousand professionals responsible for security, surveillance, transport and administration of the exam.
Logistics is coordinated by the Ministry of Management and Innovation (MGI), the National Secretariat of Public Security (Senasp/MJSP), the National School of Public Administration (Enap) and the Getulio Vargas Foundation (FGV). The operation has direct support from the Federal Police, the Federal Highway Police (PRF), the Brazilian Intelligence Agency (Abin), the National Force, the National Institute of Educational Studies and Research Anísio Teixeira (Inep) and the state security forces of the 26 states and the Federal District.
Of the 22 thousand professionals involved in exam security across the country, 11 thousand belong to security forces.
24 hour surveillance
Most of the evidence is already stored in PRF bases, which maintain uninterrupted 24-hour surveillance until the pouches are sent to 228 municipalities where the assessment will be applied. On Sunday (7) morning, the materials go to the 290 application centers; On the same day, collection for scanning and correction begins.
According to the government, the storage model in federal security structures aims to reinforce the integrity of the discursive stage and reduce risks during the transport flow.
Isolated candidates
The mega-operation also seeks to ensure that all qualified participants reach the race, even in remote areas. In Amapá, bags will go with PRF escort to Oiapoque to meet two candidates. The discursive stage maintains the same integrated governance logic as the first edition of the CNU. FGV, responsible for application, works together with federal and state public security bodies to constantly monitor the process.
All work will be monitored in real time, this Sunday, by the National Integrated Command and Control Center (CICCN), in Brasília, which will bring together representatives from all the institutions involved.
42 thousand candidates in the race
In total, around 42 thousand candidates classified they will take the discursive test simultaneously in centers distributed across all 27 units of the Federation. The choice of locations prioritized accessibility and reducing long journeys.
The second edition of the CNU seeks to consolidate the unified model of federal public competitions, considered by the government as a tool to increase efficiency, diversity and representation in the selection of civil servants.
